Determines whether placeholders are drawn for graphical images while they are downloading. This allows items in the page to be positioned where they will appear when the images are fully downloaded. This setting is ignored if the Show Pictures check box is cleared.So you have to make sure that the Show Picture option is also checked.
- Select the Advanced tab in the Internet Properties window.
- Check off Show image download placeholders.
- Then click OK to save the changes.
